You have had copies of tele rams of the 22nd July and the 29th July to the Governor, Hong Kong regarding the l'ong Kong Government finances in which reference was made to the
question of raising a loan by the long Kong Government to finance the special expenditure and will have seen from the second telegram that, pending the raising of a loan by the Hong Kong Government it was proposed to consider to what extent the special expenditure might be temporarily financed by advances from the Joint Colonial Fund.
2. May we take it that the Crown Agents would be willing to make such advances provided that the raising of a loan is duly sanctioned by the passing of an appropriate loan Ordinance and the Treasury confirm that they will sanction the raising of the loan in London if it cannot be raised locally. Would you please also let us know whether there are any other conditions required to be fulfilled in the particular case of Hong Kong?
